This building serves two goals. On the one hand it is a great source of Culture, on the other hand it is needed to create an alliance.

To be invited into an existing alliance you do not need to have an Intergalactic Relations Center at all. However, to create an alliance an Intergalactic Relations Center of at least level 3 is required. To have your alliance join a coalition you need at least Intergalactic Relations Center level 18.

In-game Description

The Intergalactic Relations Center is a place for representatives of other races and states from throughout the galaxy to gather. Here you can establish diplomatic relations with other players. In addition, in the Center you can become familiar with the cultural heritage of other peoples. This will help you significantly increase the planet's level of culture. You’ll be able to form an alliance as soon as your Intergalactic Relations Center reaches level 3.

Requirements

No Technologies are needed to construct an Intergalactic Relations Center.

In order to build an Intergalactic Relations Center on a planet, its Planetary Colony must be at least level 6.
